Jonathan Writes Reps On Postponement Of 2014 Budget Presentation

President Goodluck Jonathan has explained to the National Assembly that his decision to shelve the presentation of the 2014 appropriation bill to the National Assembly was due to “emergent circumstances”.
Jonathan was billed to present the 2014 budget proposal before a joint session of the National Assembly yesterday but changed plans on Monday, shifting the date to November 19, 2013.
In a letter dated November 11, 2013, entitled ‘Re: 2014 Budget’ and addressed to the speaker of the House of Representatives, Hon Aminu Waziri Tambuwal, President Jonathan said: “Sequel to my letter of 23rd October, 2013, requesting that the honourable House grants me the slot of 12:00 noon on Tuesday 12th November, 2013, to enable me to formally address a joint session of the National Assembly on the 2014 budget, emergent circumstances have necessitated my having to request a new date of Tuesday, 19th November, 2013, at the same time.”
LEADERSHIP had reported yesterday that the president may have decided to postpone the presentation pending when the House would consider the 2014-2016 medium term expenditure framework (MTEF).
Also, the president was said to have read the mood of some of the members who were not happy with the poor implementation of the 2013 budget and is allowing for the leadership of the House to calm frayed nerves.
Meanwhile, Jonathan also forwarded a briefing by defence chiefs on the state of emergency in Borno, Yobe and Adamawa states to the House.
The two letters were read by the speaker during the plenary session of the House.
The lawmakers also commended the Golden Eaglets for their victory at the FIFA under-17 World Cup Competition in Dubai last Friday.
