Its Resident Electoral Commissioner, Mr Lawrence Azubuike, made the announcement in Enugu at a meeting with election stakeholders.
This followed the resignation of the member representing the area, Chief Abel Chukwu, who was appointed into the board of the National Assembly Service Commission.
Azubuike said the seat for the constituency was declared vacant following a letter from the clerk of the assembly on Oct. 29.
“We are compelled by the Constitution of the Federal Republic of Nigeria and the Electoral Act to conduct this election within a short period of 30 days,’’ he said.
The REC said that with the notice of poll announced on Thursday, the next line of action was for the parties to conduct their primaries by Nov 13 and then collection of Form CF001.
He said that parties were expected to submit their candidate’s name on Nov. 15 while the publication of candidates’ particulars and names of party agents would hold on Nov. 16.
The commissioner said campaigns for the election would end on Nov. 22.
Azubuike appealed to political parties to adhere to the law and comply with the timetable.
In his remarks, the Chairman of the People’s Democratic Party (PDP) in the state, Chief Vita Abba, pointed out that the time was short but added that the party would comply.
Abba urged other parties to cooperate with INEC in ensuring a hitch-free by-election in the area.
Also, Mr Jude Okuli, the representative of the All Progressives Grand Alliance, urged INEC to ensure that all election materials arrived early and released to political parties.
Dr Chinwe Nzegwu of the National Conscience Party (NCP) said the party would do its best to participate in the election.
Meanwhile, the representative of the Directorate of State Services, Mr Austin Azali, warned the parties against engaging in any form of violence and urged them to be law-abiding.
Only three political parties and representatives of the police, civil defence, National Orientation Agency and the DSS attended the meeting.
